Bangladesh-Bhutan relations

 






Bangladesh and Bhutan are regional neighbors. The state of Bhutan was the first country to recognize the independence of Bangladesh. The relationship between the two countries is strong and long lasting. In recent years, both countries have committed to a strategic development partnership, such as water power , duty-free trade and transportation . They are members of the South Asian Association for Regional Cooperation and BIMSTEC . Bangladesh and India have only permanent embassies in Bhutan.





History 





On the morning of December 7, 1971, after the defeat of West Pakistani forces in the Bangladesh War of Independence , the King of Bhutan sent a telegram to the Acting President of the Government of Bangladesh. Bhutan was the first state to recognize Bangladesh as the first step in introducing the new country to the world. India recognized Bangladesh the next day. The telegram is mentioned below. 





On behalf of my Government and myself, I would like to convey to your Secretary General and the Government of Bangladesh that we are delighted to recognize Bangladesh as an independent sovereign country. We believe that the great and heroic struggle of the people of Bangladesh to achieve this independence from foreign domination will be successful in the near future. My people and I pray for the safety of your great leader Sheikh Mujibur Rahman and we hope that God will protect him from the current dangers so that he can lead your country and people in the great work of national reconstruction and progress.





Trade 





Bhutan and Bangladesh signed a bilateral trade agreement in 1980 as a step towards trade development, referring to each other as "the most assisted nations".In FY 2009-2010, Bangladesh's total imports stood at 25 million Bhutan, while Bhutan exported 3 million US dollars.The agreement was renewed in 2009 during the official visit of the Prime Minister of Bangladesh Sheikh Hasina to Thimphu . In 2014, during the visit of Bhutanese Prime Minister Shering Tobgay to Dhaka, Bangladesh granted duty free access to 90 products from Bhutan.





Energy 





The two countries have jointly started talks to develop water power in the Himalayas .





Bhutan has the potential to generate 50,000 MW of hydropower, which could significantly supply Bangladesh's energy-free market. Power grid integration in the 2014 South Asian Association for Regional Cooperation Framework Agreement will pave the way for energy trade in the region.





Transportation 





Landlock Bhutan is keen to use Bangladeshi seaports to transport goods to ChittagongMongla and Paiya and Syedpur airports . A sub-regional transit network between Bangladesh, India, Nepal and Bhutan is under active consideration under SAARC and will be approved by the Asian Development Bank. An agreement has also been signed between the four countries for easy movement of cargo, passenger and private vehicles.  





Other agreements 





Bhutan and Bangladesh actively cooperated in flood control in the aftermath of the devastating floods in Bangladesh in 1978. Bangladesh extended a helping hand to Bhutan after the devastating earthquake of 2009. Bangladesh awarded a scholarship to the Bhutanese Army for a course at the Bangladesh Reference Command and Staff College. The two countries signed an air service agreement in 1987, which allowed seven weekly flights between the two countries. Hazrat Shahjalal International Airport in Dhaka is a focus city for Druk Air
